There's a force data keyword you need to set on the window.

In output keywords

Put data before buffer is full . . FRCDTA

Mark as a Y, I believe that's what puts the window out there so that the
program can continue running.

This is no doubt another *duh* question but I can't figure it out.

I have a display program which presents a subfile. Then it is supposed
to put an information window over the top of it while other activity
continues in the program. The window displays properly if I use the
EXFMT opcode, but not if I use the WRITE opcode. At first I thought
the window might be flashing so fast I couldn't see it so I tried
stepping through with debug and nothing flashed.

I have the feeling this is another question with a simple answer, but so
far the answer has eluded me.
