That's nice. What rule applies when the reference is using a literal? Is
it impossible to re-resolve when the reference is via a literal?

No need to write a dummy program. Here's a call that 'just returns' (no
doubt there are many other possibilities):

c eval foo = 'QCMDCHK'
c call foo
c parm ' ' cmd 1
c parm 1 len 155
