If you did OVRPRTF FILE(TST117PRT) OUTQ(xxx) then it would only override
the output queue.

However when you do OVRPRTF FILE(TST117PRT) TOFILE(QPRINT) it does not
change the output queue, but instead tells your program to use the
QPRINT printer file. That means all of the stuff you defined in the DDS
for TST117PRT won't be incorporated into your output (think about it...
if you're not using TST117PRT, why would you expect to get the stuff
defined in it's external description?)
