If the EXFMT is just being jumped around, comment the lines out that are 
being skipped.  Its possible that the *INnn may be in the lines being 
skipped, and commenting them will solve the problem.

But another choice is to put them in a never executing if/endif:
 C    if  "dog' = 'cat'
 C    eval *in13 = *off
  ...
 C    endif
