basically if you don't buy IBM's tool you can roll your own using the 
APIs..it's not overly difficult imo...

I'd be curious to know how hard it is to create a licensed program.  I
haven't tried it because I have heard it is overly complex.  Though that
isn't a good reason to not look into it...

Has anybody here done it that could give a high level overview of the
necessary steps and also if it is overly complex or not?
