basically if you don't buy IBM's tool you can roll your own using the's not overly difficult imo...

Everybody is free to build a "licensed program"... that
installs/updates/deletes like any other IBM program.

Pointing to Linux is therefore a bit silly as we've the technology for
more than 20 years !
