IBM is providing Java, CL, and REXX for free, and Zend provides PHP for free (subsidized by IBM). They provide the Integrated Application Server a free app server for Java. They provide the Integrated Web Service server to web-service-enable any existing HLLs for free.

Seems pretty comparable to what MS does, to me.

Oh, except that IBM also provides an enterprise database for free on top of all those other things.
