Wouldn't the ALIGN keyword do the trick?

Alignment of pointers occurs regardless of ALIGN or not. ALIGN will cause ALL sub-fields to be aligned on their natural boundaries. As a result it is possible even more padding will be inserted by the compiler.

In this case ALIGN will do no better than the default. The proper solution is to reformat the structure so alignment occurs naturally i.e., by reducing the size of the first, unnamed, field, or by putting the pointer first, or by adding your own padding in the form of a reserved field.

The primary purpose of ALIGN is for cross-language compatibility. For example C aligns all structure members on their natural boundaries unless _Packed is specified. ALIGN allows RPG to accept a C structure with minimal pain.
