and thanks to other contributors.

Due to a bug in my error decoding I was getting a duff response to the error
procedure during open(). Quick check with Scott's tutorial & I fixed that
problem.
The system is now reporting error code 3029 (Resource busy) for the IFS file
during open().

The file in question is written by a PC (my program).
As I stated before, this works perfectly on all other V5R4 boxes.
What I now suspect is a resource (or ptf) issue with Netserver.
Although I can prove that the PC program is writing and freeing the file
immediately, it seems that the file remains unavailable to my RPG program
for anything up to 15 seconds.
By looping the open() every second I get 80%+ success with 11 seconds.

Please don't tell me that you only check the return code of open() and
