I think Steve found a much better indicator of the popularity of
programming languages. Book sales are well known and represent people
laying out hard-earned dollars in proportion to their interest in the
language.
TIOBE readily acknowledge the limitations of their ranking method.
Clearly, a Google search is a rather blunt statistical instrument, and
when you're dealing with languages in the sub-one-percent range, any
fluctuations can potentially have major effects. My suspicion is that,
although they try to filter out "role playing games", their hits count
for RPG still contains a large number of false positives.
