Pat probably meant to say 21 instead of 12; 10 bytes program name, 10
bytes library name and 1 byte for the slash.

I'm not clear on that part. I just used 'TOML/HEXCHAR3' successfully
-- 13 characters. I assume that it didn't matter because it was
overridden by the CRTBNDRPG command?
