Two problems I see immediately:
1) DEFVAR uses position: position = offset + 1
2) Can't have a variable as both PARM and *DEFINED or *BASED
And what do you think
RTNWID: CHGVAR &RTNWIDTH &RTNWIDTH
is going to do?
Most straight-forward fix is to define a new variable &SPLWIDTH as
*DEFINED on &DS at the correct position and then copy that value into
the return value.
