You want to use the keyword UNIQUE of course, but you also need to specify your keys at the bottom of the dds:

k USHPNO
k ULINENUM

This also establishes the file as being presented in key order on your F-Specs (if you put a k in the F-Spec line, also) and you can set to the records by USHPNO or USHPNO/ULINENUM with setll/read or chain.

I want to establish the fields at lines 11 and 16 as unique keys - for any
recorded inserted in the file these 2 fields must be unique to the file.
