Then if you cannot persuade the other developers that what they are doing is wrong and they should change their practice then you should locate the person in your organisation with sufficient authority to require such a change. Explain the problem, why it's an issue, and how to resolve it. Convince them to implement a plan to fix this mess properly. You've seen from previous comments that it's not as disruptive a task as you think and the benefits will far outweigh any immediate pain in transition.
