What? No, it's not job-specific. It's ultimately coming from the sysval for time zone and/or UTC offset.

I remember reading once that some sysvals are "inherited" by the job and job start time and are scoped to the job thereafter. I didn't think that the timezone would be one of them, but I thought I'd confirm.
