I don't really understand the question....

But it would seem to me, if the 2nd master file is
1) always updated when the first is
2) always updated after the first is

Then the 2nd master file would be a better place to have just a single trigger.

But even if the _ALWAYS_ above is true today, it might not be true tomorrow.

Consider having triggers on both files.

In particular, you may want to consider using the same program as a
trigger on both. You could then code the trigger such that it has to
be fired twice, once for each file before it does anything....
