Base64 is by no means "safe". :) It's not encryption for security.

In some cases it is the only way because you don't have control over the
other end. But please know that more than likely the document is being
Base64 encoded which will increase the size by around 3 times (Scott,
correct me if I am wrong in that amount. I know we talked about this
earlier this year). That means a document that is 1MB is then bloated to
3MB to be sent safely over the wire.

I wonder if there is the potential need for a web service file VAN (Value
Added Network)? [shudder]

AFIAK, the limit would be 9999999999999999 bytes but I can't say that
I've ever tested that (In fact, I'm pretty sure I've never seen an
XML
document that's anywhere near that large.)
