No, that should generate MCH3402.

In typical fashion there is insufficient information to diagnose the problem. What format is being used? What size and type are each of the variables passed to QUSRJOBI? What values do the contain? Etc. etc. etc.

Given that the name of the program being resolved is rubbish it smacks of a coding defect.
