Why are you specifying CLRL(*NO) on both footers? Surely the footers do not share character positions with other active formats? Surely they share space only with each other?

Without CLRL(*NO) I expect you won't need the ERASE keyword either, thus simplifying the DDS.

MSGSUBC should clear the screen. Then either,
SUBFTR01 overlays
SUBCTL01 overlays
or
SUBFTR02 overlays
SUBCTL02 overlays

It appears that these formats are always used as matched pairs so there should never be bleed-through from previous formats once CLRL (*NO) is removed. Without CLRL(*NO) you shouldn't need the ERASE keyword. You shouldn't need that anyway because the WRITE of MSGSUBC should have cleared the screen thus removing all active formats. Comprenez-vous?
