David,

If security means "obtaining a valid license for a licensed program"
then he needs it as hard as a standard user profile... having *ALLOBJ
won't help him a bit.

We also sell licensed programs and the code to check the license is
therefore bind-by-copy. Doing it otherwise is opening doors for abuse
(and even if you can sign code etc, you would always need to check if it
is still valid on each call which can be avoided).
