Say the first change to use service programs costs 100 upheaval points. Choice A is: pay 100 + 1 upheaval points up front. Choice B is: pay or 100 upheaval points initially, 10000 upset-user points due to signature violations, then 200 more upheaval points.

I agree with you and Adam, it's better to use binder language from the start.

However, I think you're overstating the difficulty of adding binder language after the fact. It's not THAT difficult. Sure, you have to use DSPSRVPGM to find out what the generated signature is, and what the list of exports looks like, but once you've done that, you can create a *PRV signature group that's compatible with the export(*all) version. It's not THAT hard to do, and once you've done it, you can use binder language to do things properly.

Seems to me that if changing to service programs is 100 upheaval points, adding binder language after the fact can't be more than maybe 20 upheaval points. Sure, it's more painful than learning binder language from the start, but not nearly as painful as the initial srvpgm transition!
