FWIW, I think Kurt hit the nail on the head:

to batch processing vs interactive (w/screen) jobs? In my experience the
performance hit of a service program opening is completely negligible."

Like Kurt, I've rarely (if ever) experienced more than a fleeting 'hit' with
service program activation. Is this actually a problem right now, or is it
simply a 'concern' of the OP? All the data-queue-based NEP processing is
pretty pointless if performance ends up not being a hit after all. Not to
say that these solutions won't work, nor that they might not improve
performance. However, if they improve performance by only a few fractions of
a second, then it seems like an awful lot of work.
