RPG always initializes automatic (and static) storage. The only storage
that might be uninitialized would be heap storage.
One case where running in the debugger might give different results
would be where the procedure was accessing an unpassed parameter. The
presence of the debugger in the call stack might change the value seen
by the program when it illegally accessed the unpassed parameter.
