I just had a strange but seemingly similar issue here involving *nopass parms... My program would run correctly if I stepped through in debug, but failed to produce the correct results if running to breakpoint (after the code that fails). I changed from *nopass to *omit, which corrected my issue. I have not yet determined why *nopass was causing the problems it did....

in DEBUG, I see that it does touch these statements and does indeed
