This can be addressed by using a good change control system (such as MKS Implementer <grin/>).

A good SCM system will maintain (or use an external) cross reference table that indicates which programs use which modules, so it will know which programs need to be recompiled. When you move the program from the development location to the QA location, all the necessary programs will be automatically recompiled along with the module.
