the problem is with a whole number, something that weighs 2 pounds.
Currently, they manually round up to next pound regardless. but 2 always
remains at 2.

Consider a work field for TARE as 2/1 and add that to the weight,
whatever it is. Set TARE at something like 1.4, or what ever seems right.
