Thanks, Gene. I specified RSTDSP(*YES) on the compile of the second
program's screen and it now draws the border on every call to it.

But I don't really understand why. The Help text on that keyword kind of
implies you'd do it on the FIRST program so that when you return to IT,
it's screen would be restored, without you having to re-display it
explicitly. But as long as it works...
