SQL runtime not function correctly when using field in a likerec datasturcure as host variable

SQL runtime is returning with record not found (SQLCOD=100) when using
fields in a likerec datastructure as host variables. I check the file
and the record is there.

Below is a program and file layout. Can somebody help me test it to see
if I'm missing PTF or SQL runtime just not working correctly (I'm on
V5R3).
