that works great... however there is one more caveat I can't figure out how
to structure in to this statement...

I don't want any records where :clvl in ('4', '5) and :rvia = ' '

I think this will work for you:
AVG( NullIf( MPOVSA , 0 ) ) AS A1

Nulls are not considered when calculating the average - pretty sure, but you

should test to verify.
