What you *could* do is simply allocate an amount of memory to the
oPtrComments pointer (maybe the maximum) and use that.

Alternatively, you could find out how many records there are (not sure how,
since I don;t know SQL well) and then just allocate that amount.

Alternatively, you could make the structure non-based, and pass the
structure itself, rather than the pointer.

If you use one of the based methods, you should ensure that you deallocate
the memory at some point. Many different options - personally I'd go with
passing the data-structure itself, but others may disagree.
