Or, use static signature name (without using *prv) and only change this
signature name if you do something that could cause existing program to
failed. :).

Yes, you are right. Mistakes happen, and yes using EXPORT(*ALL) and
re-compiling all consuming programs will avoid this mistake. I've never
deleted a sub-procedure once it's gone into production, and so I've
never had this come up. Thanks!
