If you can upgrade to V5R4, IBM recently added a Web Service Server (client too) integrated in the OS, very ligth and easy (no config at all) only a wizard, few clicks and the Web service is up and running. The wizard analyze the cobol or rpg program (or service program), extracts the parameters from the PCML (stored in the program) and generates the service.
About consuming services I'm still reading the manual so I cannot tell so much, if you're interested I can mail the manual (it's a 800kb pdf).
