So PS43 is an Alpha field???

That explains the problems.....

%DEC() is a better choice. Otherwise, for move to work, you need the sign encoded in the last
character. Looking back at the RPG III manual:

"For the MOVE operation, the zone portion of the rightmost character is converted to its corresponding
sign and moved to the rightmost position of the numeric result field. It becomes the sign of the
field."

OK I did a little experiment. A test file with a record in it, with a
alpha field of 8, with a negative sign. when moving this field of 8 to a
numeric field of 8 loses the negative sign, when the sign is to the left.
when it is to the right a 0 takes it place.

This seems to be the problem.
