What I do is just hit the space bar in some white space, resave and
recompile.

Although, I agree, you should be able to recompile at any point.

You should be able to compile whether or not the source has changed. (What
happens if a file description, copybook etc has changed?)
I've seen this happen a couple of times. As to the reason why,
unfortunately - no answer.
