In other words, matching records processing with primary and secondary
files is the right choice for this project?

Seems to me to be the right tool for the job. What do you think?

It sounds right to me.

A few years ago I wrote a matching record program to write adds,
changes, and deletes to an interface file to send to an SAP system. I
take a snapshot of the file and compare it to the previous snapshot.
(The first time I used an empty member for the previous snapshot so
everything was sent as an add.)

I'm no fan of the cycle-driven processing so I thought about writing
my own matching logic. But I decided that for this situation, using
the cycle and matching records was the best solution.
