As I recall, the documentation states the the %char bif converts UTF to a local string. Did you try?
AvType = %dec(%char(attrVal) : 2 : 0);

Using Scott's Expat parser with UTF-16 it seems the compiler dont
like the use of %Dec with UTF-16 fields as first parameter (V5R3M0).

XmlData = %Ucs2(XmlDoc);
(XmlDoc is a varying field I receive inside a record from another place)

D attrVal s 100C varying
D attrValA s 100A varying
Ex. with attrVal as a UTF-16 field:
if %char(Field) = 'Type';
AvType = %dec(attrVal : 2 : 0);
*RNF0327 30 1 The first parameter for %DEC or %DECH is not valid.
Ex. with attrValA as a chr. field:
if %char(Field) = 'Type';
attrValA = %char(attrVal);
AvType = %dec(attrValA : 2 : 0);
Compiles and behave as expected ...
Any comments or insight to this behavior :-)
