I'm looking at a progrram that does charges a subfile with SETLL followed by READE on ROLLUP, SETGT followed by READPE on ROLLDOWN.

What would be the equivalent in SQL if I wanted to replace the SETLL/GT?

you might want to reconsider your design. Only fill the subfile going
forward. Have the system handle rollup by showing what is already in
the subfile. When the user wants to refresh the data, clear the
subfile and go back to sql to get new data. This is how things work
in the browser. Why should a subfile be any different?
