Is the module compiled with Optimization(*Full)? If so, *INKL could be
changed prior to the Chain statement, but the optimization makes it
appear that it's changing on the chain.

If the function key definitions in the display file don't have
indicators associated with them then they are associated with the
appropriate *INKx indicator.

In this case *INKL would be associated with the F12 key.

I guess I should have said they do not turn on any other indicators,
just the *INKL.
