I think you want to look at OVRSCOPE parameter on the OVRPRTF command.
This parm determines how the override is scoped. The default is
*ACTGRPDFN - you might want *CALLLVL.

I've got two RPG IV programs. RPGPGM1 executes an ovrprtf on file PRT1 and then opens it and writes data to it. This executes fine and no errors are generated. RPGPGM1 then calls RPGPGM2. BTW both programs are called with activation group(*CALLER). Don't know if that makes a difference or not in this case, but we've had issues in the past with activation groups and ovrdbf and opnqryf.
