Birgitta, gave you the answer, but let me rephrase and extend.

Unlike, MS SQL server, for an i5 stored procedure to return a results set
you need to explicitly open
a cursor then end the stored procedure without closing the cursor. From
the "Stored Procedures,
Triggers and User-Defined Functions on DB2 UDB for iSeries" Redbook:

CREATE PROCEDURE GetCusName()
RESULT SETS 1
LANGUAGE SQL
BEGIN
DECLARE c1 CURSOR WITH RETURN FOR
SELECT cusnam FROM customer ORDER BY cusnam;
OPEN c1;
END


Also, you don't need a dynamic SQL statement for this. Try the following:

CREATE PROCEDURE qmfiles.sp_ServiceRequestStatus (IN deptCode CHAR(5), IN
divsCode CHAR(5))
LANGUAGE SQL
results sets 1
BEGIN
declare c1 cursor with return for
SELECT VCMPLNTNUM, VVLTNNUM, VCAKEY, VCAPIN, VCASTNUM, VCASTEXT,
VCASTNAME, VCASTSFX, VCASTDIR, VDTCODE, VDTCODEDSC, VDVCODE,
VDVCODEDSC, VEENAME, VCCODE, VCCODEDESC, VCDATE, VCAOWNER,
VRCODE, 1 AS SORTORDER
FROM QMFILES.NVMASTP
WHERE (VCLOSEDATE = 0)
and (divsCode = ' ' or divsCode = VDVCODE)
and (deptCode = ' ' or deptCode = VDTCODE);
open c1;

I highly recommend the above mentioned REDBOOK.

I have figured out part of this. I am now getting a different error.
Apparently, I can't execute a SELECT. So how do I run a
