No... %EoF() doesn't return a numeric value to use in your FOR clause...
The "TO" portion needs to a number or a field with a number in it.
Also... you can only put the name of the display file in the %EoF()
function....

What you need to do....

C READC SFL1
C DoW not %EoF(DISPLAYFILE)
C ... process
C READC SFL1
C ENDDO

OR

For RRN1 = 1 To RRNMAX;
Chain RRN1 SFL1
If not %Found(DISPLAYFILE);
Leave;
endif;
... process
Endfor;
