The problem with %CHAR is that it outputs a different length based on the value of the number (rather than the length of the field). Shouldn't matter for a YEAR, since a year will probably always be a 4-digit number. But... you don't want to use it for a month or day, since these will sometimes be 1-digit and sometimes 2-digit.

But, even with %CHAR, I think the formula is more complicated than it needs to be. I'd rather see the following (as I posted in a previous message)

pr_year = %rem(%subdt(iso_date:*Y): 100);
