I've seen plenty of examples on opening, reading,
writing, and closing stream files on the IFS but I haven't
seen anything on deleting lines within the stream file.

Do I have to read the original file and write it back
out excluding the records I don't want?

Yep, that's one way, probably the easiest.

IIRC, I've seen code that deleted a block of data in place. But that requires
you to move every
succeeding block forward.

Welcome to the wonderful world of stream files. They are called stream files
for a reason, there are
no "records". Just a stream of data.
