CPF3395 Spool File held by writer

Why would print output be set to Hold status with QSYSOPR messages showing
CPF3395 ? ?File XXX held by Writer ZZZ on output Queue AAA in Library BBB ?
BPCS 8.0 users noticed this started happening recently to ?all of their print
jobs?. The printer devices are configured as follows:

IBM OS/400 Spooled Files Go to HLD Status with Messages CPF3377 and CPF3395

This document describes a problem where spooled files immediately go
to HLD status with messages CPF3377 and CPF3395 when attempting to print
through a PC5250 printer session.
