I run into this with my boss all the time: you are looking at the CSV in
Excel, so you will see what Excel interprets. What you should do, is open
the CSV in NotePad (or some other straight text editor) and look at it
there. Then you will know if the leading zeros are really there or not.
Also, for a true CSV format, shouldn't the character fields be the only ones
with quotes around them? I've always exported to CSVs with no quotes around
numeric and quotes around character and date fields.
