A called procedure can technically use a different PI, one which doesn't
use a CONST, and the program will work fine,

True Joe - although if you use a PI you _must_ also include a PR and one
hopes that it will be the same one as used by the caller. As I say in my
sessions on this topic - All we can do is raise the "Stupid Barrier" and
make it harder for idiots to screw up the process. With a *ENTRY PLIST you
have zero defense.
