Jon, I don't mean to be nitpicky here, I just want to make a point
absolutely clear:

A called procedure can technically use a different PI, one which doesn't use
a CONST, and the program will work fine, right up to the time that the
called procedure updates the field and messes with the mind of the calling
programmer. RPG does not do any sort of runtime checking of the calls, and
it's quite easy to trick the compiler.

Obviously, if both the caller and the callee use the same include file for
the definition, this is not an issue, but it might not be entirely clear to
people with a background in languages like Java in which the signature is an
integral part of the called procedure. Then again, Java doesn't allow you
to change method parameters anyway, so there you go... :)
