The post you reference is making use of Oracle's Access Manager for DB2/400 
product.

This product is installed on the iSeries and allows a Remote Oracle DB to be 
viewed as just another
remote DRDA (ie. DB2 LUW, DB2 for iSeries) database.

The Access Manager for Db2/400 is bundled with Oracle's Transparent Gateway for 
DB2/400 product which
is installed on the machine with the Oracle DB and allows the Oracle DB to see 
the iSeries as just
another remote Oracle DB.

Unfortunately, it costs about $30,000 to buy the Enterprise Integration 
Gateways bundle which include
Am and TG for DB2/400.
