You need to all *CL to the ExtProc keyword on the prototype for your
Validate_Company subprocedure.
 D Validate_Company...
 D PR n extproc('VALIDATE_COMPANY' : *CL)
D xCompany 2p 0 value

The *CL goes first: EXTPROC(*CL : 'VALIDATE_COMPANY')

Marvin, if you are also calling this procedure from RPG, you will have to recompile all your RPG modules. If that's difficult or impossible, you could have a second *CL version of the procedure for CL to call, and have it call through to the original procedure.

One other alternative is leave the RPG the way it is, and change the call in the CL to return a 2 byte variable, and substring it after the call.
  DCL &ret2 type(*char) len(2)
  CALLPRC ... RTNVAL(&ret2)
  CHGVAR &VALID %sst(&ret2 1 1)

Or if &VALID is a *LGL:
  CHGVAR &VALID (%sst(&ret2 1 1) *EQ '1')
