I hope you don't mind an answer from me instead of Bob.  As Bob mentioned, 
whether you need to add the X'00' manually or not doesn't depend on the 
length of your string, but how you pass it to the procedure.

If you say "open(1FileNamP :Oflag:Omode:cp)", then you need to add the 
X'00'.  Note that if FileName is 35 characters, and you do
  FileName = %trimR(FileName) + X'00';
then you will not make any progress, because the X'00' will get truncated 
by the eval.

If you say "open(%trimR(fileName) :Oflag:Omode:cp)" then you will be okay 
because the "value" and "options(*string)" keywords will take care of 
adding the X'00' for you.
