I use the setccsid -R 819 /<file or directory> command...might give that a try.

Try this.

In Iseries navigator go to the "Files Shares" where you would have
mapped the network drive.
Right click on the share and choose properties.
Under the text conversion tab - check the checkbox "Allow file text
conversion" and in the "file extensions for automatic EBCDIC/ASCII
conversion" textbox enter "*" and add to allow all files on the IFS
shared folder to be viewable in ASCII
This should allow you to see the file from the PC

STMF looks like garbage even on the iSeries

Isn't codepage 37 EBCDIC? So it'd be natural for the file to look like
garbage in Windows, which uses ASCII. You might try codepage 819
instead.
